Few remember when the Empire's rule began, and some say it will never end, because any resistance is a pipe dream. But no one prepared for rebellion as carefully as the Rebellion: its members secretly made plans, gathered information, and planted the seeds of anarchy in each district. However, the Empire has a crushing advantage and intends to suppress the uprising with full force.

Express version of the rules:

- The Insurgency selects two adjacent districts, marking them with an area of effect marker. The Rebel player places this marker between the selected districts.
- Rebellion selects three cards from your hand and places them in front of the area of action marker. Two of them must play hidden (reverse up) and one revealed (obverse up).
- The Empire is defending the district and is now carrying out two actions. First, he chooses one of the power tokens and performs its action, turning it over to the worn side; and then repeats the above steps with the second power token still available.
- Insurgency decides where to assign the remaining cards that are still in front of the Area of Effect marker.
- End of Round: The Rebellion checks to see if it has successfully liberated the districts. If all Empire Power tokens are flipped to the worn side, the Empire flips them to the available side. Rebellion draws three new cards from the deck to your hand.
